In the Sonnwendviertel — the new quarter behind Vienna's main station — a building group raised a timber-hybrid house whose ground floor belongs half to the city: a media workshop, an event room, a sauna, a library, all programmed for the neighborhood as much as for the residents upstairs.
What to steal: how it got the land. Vienna allocates sites in new districts partly by concept competition — the best program wins, not the highest bid. A Berkeley disposition of public land could copy that rule tomorrow.
